Jay Bernas has served as HRSD’s Chief Financial Officer/Treasurer since 2015. HRSD serves 20% of all Virginians by ensuring future generations inherit clean waterways. In this role, Bernas is responsible for all finance, budget, procurement, customer service and business intelligence services. He carefully manages a $900 million fixed and variable rate debt portfolio and has saved more than $56 million through refinancing.
In 2019, HRSD was awarded the largest EPA Water Infrastructure Finance and Innovation Act (WIFIA) loan in the history of the program at $930 million for the SWIFT program. This is expected to save Hampton Roads ratepayers $243 million in financing costs.
Before his promotion, Bernas served as Chief of Planning and Analysis for 10 years.
He graduated from Old Dominion University with a bachelor’s degree in Civil Engineering and earned his MBA from the College of William and Mary.
In 2020, Bernas was elected to serve on the board of the National Association of Clean Water Agencies (NACWA). In 2018, he was elected to the Board of Trustees for the $2.0 billion Virginia Investment Pool. He was appointed by the Virginia Beach City Council to serve on the Planning Commission from 2006-13 and served as its chair for the last two years. He served as the Saint Gregory the Great Catholic School Board Chairman from 2015-19.
Bernas enjoys surfing and fishing in Virginia Beach. His family includes his wife Karyn, children Mackenzie, Zachary and golden doodle Maizy.
